soil or groundwater condit ions . Without doing a full geotechnical investigat ion , it wou ld be <br />difficult to verify if this condition exists, but an educated guess tells me that the buildings on this <br />property have not moved . Add to the fact that the property has a gentle slope from the northwest <br />comer to the southeast comer the existence of groundwater at near the bottom of foundation · <br />wall is pretty slim . Also of note is that this foundation wall was instrumental in providing <br />anchorage for the porch around the manufactured home and the columns and beams that <br />supported the canopy made up of the scissor trusses . This st ructure has been standing for 25 <br />plus years, so this provides strong evidence that these are stable soil conditions . <br />REMODEL <br />A manufactt,1red home like th is one that was built around the end of the 1980's is not of the <br />same quality as a regular built home and even if it was properly maintained it still does not have <br />the same life expectancy . It is not uncommon for homeowners to remodel thei r places of <br />residence. It could be that they want a new look to their home or maybe in this case as part of <br />making repairs here and there, the repairs required get out of hand and all of a sudden whether <br />you know it or not you end up in full remodel mode . What defines a remodel is that a certain <br />percentage of the origina l structure stays the same . In this case, it happened to be the floor and <br />the roof, the only thing needed was to fill in the gap between them. It is fortunate that Nick was <br />an experienced builder as he took on the task of remodeling his home and that the result was a <br />home of greater quality and structural integrity than the one he originally purchased in 2004 . <br />CONCLUSIONS AND RECOMMENDATIONS <br />My conclusi b n is that with a little bit of reasoning and a lot of common sense it is plain to see <br />that even though nobody can find the paperwork that allowed the scissor truss canopy, <br />foundation wall and porch to be built, that it was not constructed haphazardly and that 25 years <br />later it is still standing . The Ground Penetrating Radar Investigation showed that there is no <br />reinforcing in the foundation ·wall th~t was built around the perimeter of the existing porch , but it <br />was built to the current code at the time of construction . A visual inspection was done on the <br />scissor trusses and the trusses over the garage. The framing members for the trusses were <br />made of 2 x 4 wood members and looked like what you would normally expect for the span it <br />was required to cross . Once again, if they have been up there for the last 25 years , then they <br />should last a lot longer yet. <br />My recommendation is t,hat the Marion County building officials accept the findings of this report <br />that shows that the current residence at 5844 Davis Creek Road, Silverton , Oregon is safe for <br />human habitation . <br />4
