Nature of the Application <br />This matter comes before the Marion County Hearings Officer <br />on the application of Florian and Floarea!Saru (for property <br />owned -by Paul Andresen) to operate a photography studio as a <br />conditional use home occupation and to vary Section 191.030(h) of <br />the Marion County Zoning Ordinance (MCZO) to allow for a free <br />standing sign larger than one square foot in an RM (Multi -Family <br />Residential) zone on a 1.64 acre parcel on;property located at <br />4692 Lancaster Drive N.E., Salem, Oregon (S6, T7S, R2W; Tax Lot <br />No. 50569-696) <br />II. Relevant Criteria <br />The standards and criteria relevant to this application are <br />found in the Salem Area Comprehensive Plan, and Marion County <br />Zoning Ordinance, Chanters 110, 191, 122, and 120. <br />III. Public Hearing <br />A public hearing was duly held on this application on April <br />6, 1988. At the hearing, the Planning Division file was made <br />part of the record. The following persons appeared at the <br />hearing and provided testimony on the application: <br />1. Bret Stafford <br />2. Paul Andresen <br />3. Rick Hoffman <br />Planning Division <br />Owner <br />Realtor <br />No objection was raised as to notice, jurisdiction, <br />conflicts of interest, or to evidence or testimony presented at <br />the hearing. <br />IV. Findings of Fact <br />The Hearings Officer, after careful consideration of the <br />testimony and evidence in the record, issues the following <br />findings of fact: <br />1.
