However, the Planning Division is currently preparing amend- <br />ments to the Zoning Ordinance which will waive the paving <br />requirements. It is recommended that the applicant sign a <br />"Performance Agreement" which states that they agree to pave <br />the parking area within two years. If the amendments to the <br />Ordinance are adopted, the Agreement would become void. <br />11.Should information on waste management be provided which <br />alleviates concern about potential impacts on groundwater <br />and/or water quality, staff recommends that the applicant's <br />proposal be approved subject to the following conditions: <br />(a)The applicant shall obtain all permits, including <br />subsurface sewage disposal, required by the Marion <br />County Building Inspection Division for the placement <br />of mobile home. <br />(b)Prior to issuance of a building permit, the applicant <br />shall contact Marion County Fire District #1. Written <br />verification shall be submitted to the Planning Divi- <br />sion that the site has been reviewed by the District <br />and has been determined to adequate access for fire <br />protection purposes. <br />(c)Prior to receiving a placement permit for the mobile <br />home, the applicant shall submit a detailed site plan <br />drawn to scale for review and approval of the Planning <br />Division. This plan show the location, size, and use <br />of all structures. Parking and loading facilities <br />shall comply with the applicable requirements set forth <br />in Chapter 118 of the Ordinance. <br />(c)The required parking spaces shall be paved or the <br />applicant shall enter into a Performance Agreement with <br />the County to delay the paving requirement for two <br />years. <br />(d)Prior to obtaining a placement permit, the applicant <br />shall submit a Mobile Home Removal Agreement to the <br />Planning Division. This specifies that the mobile home <br />will be removed when the occupants no longer perform a <br />significant amount of work for the equestrian opera- <br />tion. This agreement shall be recorded by the appli- <br />cant after it has been reviewed and signed by the <br />Planning Director. <br />(e)Signs visible from without the property shall be limit- <br />ed to a total of 32 square feet and shall not block <br />visibility along adjacent roads from access points. <br /> <br />
