However, the Planning Division is currently preparing amend-
ments to the Zoning Ordinance which will waive the paving
requirements. It is recommended that the applicant sign a
"Performance Agreement" which states that they agree to pave
the parking area within two years. If the amendments to the
Ordinance are adopted, the Agreement would become void.
11.Should information on waste management be provided which
alleviates concern about potential impacts on groundwater
and/or water quality, staff recommends that the applicant's
proposal be approved subject to the following conditions:
(a)The applicant shall obtain all permits, including
subsurface sewage disposal, required by the Marion
County Building Inspection Division for the placement
of mobile home.
(b)Prior to issuance of a building permit, the applicant
shall contact Marion County Fire District #1. Written
verification shall be submitted to the Planning Divi-
sion that the site has been reviewed by the District
and has been determined to adequate access for fire
protection purposes.
(c)Prior to receiving a placement permit for the mobile
home, the applicant shall submit a detailed site plan
drawn to scale for review and approval of the Planning
Division. This plan show the location, size, and use
of all structures. Parking and loading facilities
shall comply with the applicable requirements set forth
in Chapter 118 of the Ordinance.
(c)The required parking spaces shall be paved or the
applicant shall enter into a Performance Agreement with
the County to delay the paving requirement for two
years.
(d)Prior to obtaining a placement permit, the applicant
shall submit a Mobile Home Removal Agreement to the
Planning Division. This specifies that the mobile home
will be removed when the occupants no longer perform a
significant amount of work for the equestrian opera-
tion. This agreement shall be recorded by the appli-
cant after it has been reviewed and signed by the
Planning Director.
(e)Signs visible from without the property shall be limit-
ed to a total of 32 square feet and shall not block
visibility along adjacent roads from access points.
