practices. In a telephone conversation with the applicant, <br />it was indicated that approximately 90 percent of activities <br />will take place within the existing barn/indoor riding <br />arena. Open pasture areas on the property will primarily be <br />utilized for grazing. The entire perimeter of the property <br />is fenced so what little riding activity occurs outdoors <br />will have no impact on adjacent farm uses. In addition, the <br />property is located on State Street, a paved County road, so <br />traffic generated by the use should not have a negative <br />affect on neighboring farm parcels. <br />6.The applicant proposes to place the caretaker mobile home at <br />a location near the barn. Not only does this site provide <br />easy and quick access to the barn/arena/stable, but it also <br />utilizes the well, septic, and power installed in conjunc- <br />tion with the previous mobile home. As a result, no land <br />will be removed from use as pastureland. <br />7.Fire protection is available from Marion County Fire Dis- <br />trict #1. Other rural services (well, septic, electricity, <br />etc.) are available at the site. <br />8.The subject 10 acres is not situated within an identified <br />Geologic Slide Hazard Area so an equestrian facility and <br />caretaker mobile home should not impact the soil and slope <br />stability of the area. Fish and wildlife habitat are not <br />located on the subject property or adjacent properties and <br />will, therefore, be unaffected. <br />The applicant has indicated that her operation has grown to <br />over 30 horses. With this many animals on-site, it can be <br />anticipated that there will be significant accumulations of <br />horse manure. No information has been submitted regarding <br />storage and removal of manure from the property. Staff is, <br />therefore, uncertain what impacts there will be on ground- <br />water and/or water quality. The issue of waste management <br />needs to be addressed by the applicant at the hearing to <br />ensure that the use is not detrimental to these resources. <br />9.As previously noted, virtually all activities related to the <br />equestrian operation are conducted inside an enclosed build- <br />ing. In addition, the subject property is bordered on three <br />sides by grass fields. As a result, the minimal amount of <br />noise resulting from the applicant's proposal should have <br />absolutely have no impact on adjacent farm use. Further- <br />more, the nearest dwelling is situated over 200 feet from <br />the applicant's property and in excess of 600 feet from the <br />barn/arena/stable. The applicant's proposal should not, <br />therefore, have any adverse impact on this residence. <br /> <br />
