1975, they applied for a conditional use to expand the <br />operation to include the care and training of other peoples' <br />horses. The request included placing a mobile home on the <br />property for additional help in this operation. This appli- <br />cation was approved by the Planning Commission (Conditional <br />Use Case #75-47) on August 4, 1975. Based on a review of <br />Building Inspection Division records, the mobile home was <br />placed in 1976 but was removed in early 1985. <br />6.Since she purchased the property in September of 1985, the <br />applicant has operated a full service equestrian facility on <br />the premises. Related activities include lessons, training, <br />boarding, breeding and sales. The operation has grown to <br />over 30 horses and the applicant is in need of capable, <br />experienced, full-time help. She indicates that "it is <br />normal, customary and necessary to provide on-site housing <br />for such help. They need to be instantly and continuously <br />available to properly provide for the care and welfare of <br />these often very expensive horses. Round the clock care and <br />supervision is often vital when one is sick, injured or <br />foaling." The need for on-site housing is particularly pro- <br />nounced now that the business has grown and the applicant <br />"must travel to major horse shows and clinics more often." <br />As a result, the applicant requested a conditional use to <br />place a caretaker's mobile home as an expansion of the <br />existing equestrian facility. <br />7.During review of the current application, Planning Division <br />staff discovered that the previous land use approval specif- <br />ically contained a provision that "this action is automat- <br />ically voided if and when the present owner and applicant <br />sells the property." As a result, when the subject 10 acres <br />was purchased by the applicant in 1985, approval granted to <br />operate a commercial stable, in essence, expired. Staff <br />then contacted the applicant and, in an effort to rectify <br />this oversight, the current request was modified to include <br />operation of an equestrian facility. <br />COMMENTS: <br />1.The Marion County Building Inspection reviewed the appli- <br />cant's proposal and had the following comment: <br />"An Authorization Notice is required by <br />Marion County Building Inspection to connect <br />to an existing septic system, prior to locat- <br />ing a second dwelling on the property. <br />A Site Evaluation approval is required on all <br />parcels that are proposed for development. <br /> <br />
