Marion County Class Specification BulletinPage of <br />>>> <br />2.Leads departmental information systems strategic planning process to address a continuing <br />variety of complex system needs within a highly technical and diverse environment; provides <br />systems solutions to meet those needs; ensures system is compatible with county wide network. <br />3.Manages a highly technical employee team in the complete design and development of complex <br />computer applications and prototypes, independent of external vendor support and consistent with <br />departmental plan. <br />4.Continually creates a variety of complex new systems, technical solutions and complex <br />applications in support of a department. <br />5.Manages wide diversity of automation systems, equipment and connections in multiple locations; <br />performs, and provides technical expertise and training to a staff that performs, all network <br />analysis, design, programming, implementation, and trouble shooting. <br />6.Provides leadership and technical expertise on departmental projects that may require negotiating <br />and administering a city/county systems contract; may act as county representative and liaison <br />with common city/county vendors. <br />7.Performs related duties as required. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in computer science; AND <br />2.Four (4) years progressively responsible systems management experience; AND <br />3.Two (2) years supervisory experience, which may be concurrent with experience above; OR <br />4.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />5.The IT Manager classification may require specific knowledge, experience or skill sets based upon <br />the technology, regulations and business needs of the assigned county department. This may <br />include experience with specific types of information system technology, complex database <br />management systems or various business application areas relevant to the departmental business <br />function (e.g., various engineering application systems; health care related services and <br />insurance/client billing systems; and protective services confidential database systems). <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of: computer science; programming, operating systems and systems analysis; <br />supervisory techniques. <br />Skill and ability to: communicate effectively in oral, written and graphic form; apply technical knowledge to <br />the solution of problems encountered in office operations, including database management, cost <br />accounting, inventories, and the design and development of a continual variety of complex, technical <br />applications; identifying problem areas, formulating diagnoses, and proposing practical solutions; ability to <br />effectively supervise a staff of information systems personnel, including programming and analysis staff; <br />provide technical expertise and training in all systems disciplines; and coordinate and evaluate staff <br />work; planning for future systems development, including hardware, software, communications links, and <br />personnel requirements; projecting system project costs for budgeting; establish and maintain effective <br />working relationships with employees, systems users, outside consultants and vendors. <br />ADOPTED: <br />12/92 <br />REVISED: <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
