Discharging groundwater from the 24-hour pumping test to the storm sewer required permission
from the City of Salem. Century West prepared and secured agreements on behalf of Marion
County to discharge the groundwater to the storm water sewer. Discharge monitoring results
were presented in an August 4, 1997 letter report from Century West to the Department of
Environmental Quality (DEQ). Groundwater treatment prior to discharge was conducted by
Century West. The treatment system consisted of two 17,000-gallon portable tanks in series with
air sparging within each tank Periodic sampling and analysis of the groundwater were conducted
and reported to the DEQ. Mike Staton advised the City that
Staton Construction was using a fine mist to keep dust under control during demolition, however,
no water was leaving the site through the City storm water system. No further contact occurred
regarding discharges to the City storm water system.
4.5.2 Sewer Capping
Staton Construction did not cap sewer laterals from the main sewer pipe (running north to south
down the center of the block) as required in the Project Specifications. Staton Construction did
not abandon the laterals because they anticipated that abandonment and rerouting of the sewer
main would occur during construction, which had been scheduled to immediately follow
demolition. During the environmental remediation phase of the project, it became apparent that
the sewer laterals were still open.
The construction phase of this project was suspended and the sewer main will remain active for
the near future. Once a construction schedule is identified, permanent abandonment of the sewer
main will be addressed by the construction contractor.
Century West personnel met with David Hartwig of Marion County, Mike Staton Construction of
Staton Construction, and R. Scott Graves and Tim Daley of the City of Salem, Public Works
Department, on December 19, 1997. In that meeting it was decided and agreed that Century
West would subcontract Gelco Services, Inc. to seal the seventeen open laterals by sewer
~routing.
Staton Construction agreed to pay the costs associated with abandonment of five of the
seventeen laterals that were identified as active during demolition. Marion County accepted
responsibility for the remaining twelve lateral abandonment costs.
Demolition Management Page 5 C\k'EC 6/4/98
Courthouse Square Project 40806-001-22
Marion County
