~; The Board of Commissioners adopts the budget for all County departments and operations. The Board administers <br />all departments except those under the independently-elected assessor, clerk, district attorney, justices of the peace, <br />sheriff and treasurer. <br />Department of Community Development <br />• Conducts building inspections and certification for new and remodeled structures for unincorporated <br />areas of the County and for 16 of the 20 cities within the County. <br />• Reviews all development in unincorporated areas of the County for compliance with the <br />Comprehensive Land Use Plan and ordinances; issues land use permits. <br />• Directs the Marion County Housing Authority. <br />Health Department <br />• Primary health care provided includes immunizations, maternaUchild home nursing, WIC nutrition <br />program, prenatal care and family planning services. <br />• Public health services include restaurant and school cafeteria inspections and certification, food <br />handler training, vital statistics, medical examiner and communicable disease reporting and control. <br />• Mental health services are provided for children, adolescents and adults. <br />• Screening, assessment and treatment or case management services are also provided for alcohol and <br />drug addictions and to those with developmental disabilities. <br />Juvenile Department <br />• Operates the regional juvenile detention facility. <br />~ • Conducts alternative education and guaranteed school attendance programs. <br />• Supervises court-ordered community service work. <br />• Supervises youth on parole or probation in the community. <br />Legal Counsel <br />• Civil legal advisor to and attorneys for the County, its Board of Commissioners and other elected and <br />appointed officials. <br />Public Works Department <br />• Maintains 911 miles of paved roads, 210 of gravel roads and 147 bridges. <br />• Operates the Wheatland and Buena Vista ferries across the Willamette River. <br />• Places road signs and issues transportation, driveway and right-of-way permits. <br />• Operates 14 developed parks and has five undeveloped areas for future parks. <br />• Maintains County vehicles. <br />• Emergency Management including operation of the emergency operations center. <br />Department of Solid Waste Management <br />• Negotiates and monitors gazbage disposal franchise agreements. <br />• Contracts for operation of the Waste-to-Energy facility. <br />• Operates landfills, contracts for operation of transfer stations. <br />• Conducts Long-range planning for managing increasing residential and commercial waste. <br />• Conducts business waste audits. <br />• Recycling/waste reduction education and information. <br />~ <br />30 <br />
