~; The Board of Commissioners adopts the budget for all County departments and operations. The Board administers all departments except those under the independently-elected assessor, clerk, district attorney, justices of the peace, sheriff and treasurer. Department of Community Development • Conducts building inspections and certification for new and remodeled structures for unincorporated areas of the County and for 16 of the 20 cities within the County. • Reviews all development in unincorporated areas of the County for compliance with the Comprehensive Land Use Plan and ordinances; issues land use permits. • Directs the Marion County Housing Authority. Health Department • Primary health care provided includes immunizations, maternaUchild home nursing, WIC nutrition program, prenatal care and family planning services. • Public health services include restaurant and school cafeteria inspections and certification, food handler training, vital statistics, medical examiner and communicable disease reporting and control. • Mental health services are provided for children, adolescents and adults. • Screening, assessment and treatment or case management services are also provided for alcohol and drug addictions and to those with developmental disabilities. Juvenile Department • Operates the regional juvenile detention facility. ~ • Conducts alternative education and guaranteed school attendance programs. • Supervises court-ordered community service work. • Supervises youth on parole or probation in the community. Legal Counsel • Civil legal advisor to and attorneys for the County, its Board of Commissioners and other elected and appointed officials. Public Works Department • Maintains 911 miles of paved roads, 210 of gravel roads and 147 bridges. • Operates the Wheatland and Buena Vista ferries across the Willamette River. • Places road signs and issues transportation, driveway and right-of-way permits. • Operates 14 developed parks and has five undeveloped areas for future parks. • Maintains County vehicles. • Emergency Management including operation of the emergency operations center. Department of Solid Waste Management • Negotiates and monitors gazbage disposal franchise agreements. • Contracts for operation of the Waste-to-Energy facility. • Operates landfills, contracts for operation of transfer stations. • Conducts Long-range planning for managing increasing residential and commercial waste. • Conducts business waste audits. • Recycling/waste reduction education and information. ~ 30
