February 25, 1999 D~~~~~~ D
~
MAR 5 1999
Larry Wacker MARION COUNTY SUPPORT
City Manager, City of Salem SERVICES DEPARTMENT
Sa1em City Hall
Room 220
555 Liberty St. SE
Salem, OR 97301
Dear Mr. Wacker,
The County and Transit District have been partners for the past several years in planning and
developing the Courthouse Square project. We are very pleased that the project is poised to
begin construction within the next several weeks. And, we are also pleased to enjoy the
participation of the City of Salem in the project, with your support in the streetscape elements
and the assistance that your staff has provided in design and review aspects of the work. We
anticipate and look forward to a continued positive relationship with the City.
The County and District will have occasional need to enter into agreements with various City
~rv departments, as the project is processed through the development period. We would like to
take this opportunity to formally inform you that the authorized signatories representing our
jurisdictions for such purposes as permit issuance, streetscape plans and agreements, and
other such operational documents, are our respective project managers: these are Billy
Wasson for Marion County, and John Whittington for the Salem Transit District. These
individuals are authorized by action of our policy boards to execute such documents with
your jurisdiction.
Thank you for the assistance that you have provided to Courthouse Square. Once again, we
look forward to working with you in the construction phase of the project.
Sincerely,
atty Milne, Chair
Marion County Board of Commissioners
c~.w
~ ~ ~~
Luis Caraballo, President
Salem Area Transit Board of Directors
~
