SEP.30.1998 1~~~EAM COMMUNITY DE~'ELOPMEN N0.91~ P.7i1~
Ha.rd surface streetScape i~proven~ents surraundi~g the bloclc raise two potential i$su,es. Tlie improvement
an Chemeketa Street.will front die propq~ed private deyel4pment, IX is regoil;ed that constzuctio~ of the
~ priv~te phase may be as mucli as one yea~ lat~r than tlie public devalopment. Should this ever~,t occur, it is
recommeiided that Chemeketa Strset improvements be sep~t~ated in the specificat~ons from the balance of
tha project and separately bid for construction at su.eh rime the private developmeni element is known.
The second issue is increased tnainte~ance associated witli the streetscap~/landscaping improvements,
&xisting streetscape improvaments/landscaping is maintained by tlie Agency through income derived from
l~asehold ogerations. Thi$ source af r.evenue i~s ct~rreiitly used to the maximum, Tlze increased mair-tenance
represented by the proppsed st~eetscape will exceed existing rasources,
It is recommen.ded that in exchange for fui~din~ tIie ~rcade/weather protectiqn tllat the pr.4perty oW~tzer,
Marion County/Sal~m Area Transit, agree to aSSUming full responsibility of repair and ongoin~ maintenance
of th~ streetse~pe improvements (hard surface/landscape) surrounding the block.
A small eIement included. as streetscape w~~ch do~s not warrant participation ar~ the fpur fl~g poles located
in the plaza ~rea, The liard su~faca improveznents of the plaza and the areade, located on the development
sit~, are outside tlie scop~ of streetscape. The flag poles are an element of the plaza and should b~ excluded
from fi~.nding participation, ~
Supplemental Streetscape
The funding ~~qu.est identifies traff c Si~na~izarion and r~moval of the exi, sting transit transfer improvement~
in Hi~h Street right-of-way as supplement~l streets~ape. The removal of ilie eais~ing facility and die
restorarion of. on-street parking is o#'highest priority far the beneft of businesses in the ~mmedi~te area,
~ C}iven the importance of this eloment, it i,s recommended that tl~e Agency require IVlarion CQunry/Salem
Area Transit be obligated to comp, tete the removal and restorat~on of parlcing even in the event t~le rnaximum
participation oi'$2,000,000 is reached,
ReimUursements
A tota] of $13,371 i5 requested to be rei~bu~sod for the cqst of removing the sidewa.lk and sireet trees dttrin~
site clearance,. 1'hese cQsts were incµrred without the existence of an agreement and h~ve not been identified
as ~ line item procured throqgh a publie bid, Witho~t an agreement i~ place l~efore the cos~s were ineurred,
t}ie raqt~est ~hould be rejected,
Consultant fees in an estimatod amot~nt of $141,469, representing six percent of t}ie consttuctio~ cost
eleme~~s of tlie streetscape and arcade are requested. Similar to ille demolition, that portion of these fees
which may have b~en incurred to date have bean done widiout the existence of an agr~ament. However,
prepararion of tlie request for participariot~ j~as req~ired a substanrial amo~nt of engineeri~g and deSign worlc
to be completed, In all A~eucy ir~iriated streetscape proJ~ets professional services have been retained a~d
have averaged apgroximately six percent of the eoustrucrion cost. Given the nature of the projoct, it is
recommended that professional consultant fees be funded at an amount of six percent of the actuaI
constntction cost bid for the stTeetscape elements to be f.unded by tlle Age~cy.
Intereovernmental A~reement. For the Ag~ncy to exp~nd urban ien,ewal funds, the~e sho~~d be e~tablished
an agreement between Marion Couniy/Sale~n Area Tra~Sit and the Urban Renewal Agency qf the Ciry of
Salem, ,
~
