Item 2, liste~ abova, requires
no further action. Measure 50 has been implemented and the urban renewal programs suacessfully funded,
FACTS ~NI} Ii'INDINGS;
Cost Estimate. The proposed improvements for which Marion Co~iity/9~lem Ar.ea Tr~nsit reqq.oSt urUan
renewal particigarion are det~tiled ia the raquost previously distributed to tha Board. I~ surrunary, the
elements propQSed for participatior~ Rre estimated to total $1,494,~49, as listed in Attachm~nt A, Tl~e cost
estimates have beei~ developed by a professional estimator and are presented to illu~tr.ate the r~agnitude of
each element of cequested participarion. Actual panicipatiqn sliould be limited to rhe eost of construction
denved froran a public bid proeess and paid as a reimbursement to M~rion Caunty/Salem Area T~aiisit as
construction progress payment~ are made to the contractor.
:l~ments of Part' i'o . Th~ request fQr participation is generally categonzed into tliree segments -
Streetscape Elements, S~pplemental Streetscape and ReimUursemen.ts.
Streetscape ~IementS
Tha majority qf prqjected participation eQSts are the elements associated witll Streetscape impr.ovemer~ts.
The specifications for hard st~rface improveme~Xs and the azchitectural design have been reviewed by 9tsff
and found eonSi9tent with ex~sting streetacape improvements, The specif carion for gavers haS baen
modi~ied to a full-d,eptll paver to ~liminate Uuclcling and cracking to reduce future ma.intenance costs.
~ Tlte la.rgest cor~ponent of the streetscap~ is the element described as au Arcade~Pa.vilio fro '
n nnng TIigh and
Church StreetS. 1'hi~ element, depict~d in ~he attaclied diagram, is locatad on the devel.opment parcel
adj~cent Yo bui outside of the public nght-of way, Th.e praposed improvements consist of a series of
shuctures li~lced WiI'1~ overhead "weatl~er p~otecrion". Located at tl~e bus entrances on F~igh and Church
Streets are two engineered truss situctures designad to support weather protection, each spar~ning an
approximate 7S foot distance. The resultin~ arcade effect is consistent with the concepts of die eore area
design standards,
Tllere is a policy issue conceming particip~ti4n in the arcade/weather protection located on the develppment
parcel. To date, the renewal prpgram has limited itS participation in weatk~er prot~crion system9 to a
maximqm of. $160 per Iineal foot of at~nin~/rt}arqu~es attached to a building fron~ exte~dir~g over tlie
sidewallc/right-of-way. The awning system attaclied to the arcade siructure and building facade on Cou~t
Street are consistent with the existing program and are esnm~ted to be approximately with~n th~
participation cost.
Altliough consistent with the objectives of the urban renewal p~an, ihe Agency haS not previously fi.~nded
systerns out~ide the right-of-way located on a deve~opment parcel, l~ue to ihe uniq~e nature of ttie proposed
public de~eloprtient of the block and tlie design constraintS impased by the bus access, staff supporte fµnding
tlie arcade element frontii~g Churcli and II~~h Stceets. ~'urthermore, tlle locarion ef the arcade o~tsid~ of tlte
right-of-way will provide a larger weather protected area without subjecting the City to a maintenance
liabiliiy,
