The bid Form Of Proposal furnished to our staff provides for <br />a"lump sum" bid without any line item or unit cost detail. <br />As you will recall in October 1998, the Salem City Council approved Urban Renewal Agency <br />funding participation in the project for streetscape, weather protection ($160.00 per lineal foot), <br />traffic signals, public utilities, and removal of the existing on street transit facility. In part, this <br />approval requires a public bidding of the project with construction cost details for each element <br />of participation to be listed as a separate line item in the bid documents. Without the benefit of <br />line item detail listing quantity and/or unit cost, it is impossible to identify Agency items of <br />financial participation from the remainder of the project. Without this level of bid detail Agency <br />participation in the project is precluded. <br />To utilize Agency funds, you will need to reformat the bid form to list line item detail for all <br />elements of Agency participation. Recognizing this may be a formidable undertaking by your <br />architect/engineer you may wish to consider an extension of the bid opening date. Such <br />extension would allow you to incorporate into the bid process any changes which may arise <br />from the building permit plan check process, which was initiated on December 31, 1998. <br />Please advise me of your intention to address these issues.
