t <br />DRAFT <br />DATE: March 18th ,1998 <br />FROM: Ken Roudybush, County Administrator <br />TO: Marion County Commissioners <br />RE: Impacts on Budgets of Courthouse Square Project <br />Over the past several months, my office has been working closely with the County General <br />services department to calculate the additional rental costs of moving County departments to the <br />anticipated Courthouse Squaze building, (Please see Attachment _). <br />Marion County expects that the County General Funds will incur an additional $218,500 in <br />annual rental costs as a result of moving certain departments to the Courthouse Square at a rental <br />rate of $1.30 per SF. The impacts to the County non General Funds, under these same conditions, <br />is $395,757. My study did not include any one time costs such as moving which are included in <br />the Melvin Mark Company pro-forma. <br />As the County's Budget Officer, I have reviewed the County's total revenues and am in the <br />~, process of reviewing county expenditures for the upcoming Fiscal Year 1998-99. As can be seen <br />on Attachment ---, for the purposes of explanation, I have charted out the expenses and revenues <br />of four of the County's Fiscal Year Budgets, beginning in FY96-97 and concluding in FY99- <br />2000. <br />Where significant budget reductions have occurred I have illustrated these such as the Impact of <br />Ballot Measure 5 and Ballot Measure 50, which resulted in losses of $2,650,000 and $5,446,262 <br />respectively to Marion County. For both these significant measures, we adjusted our budgets, <br />through a process which involved group collaboration, strategizing and decision making which <br />led eventually to a balanced budget. <br />Since we have just begun the FY98-99 budget process, there are still significant fiscal <br />information gaps for in both revenues and expenditures for both FY98-99 and the following <br />fiscal year, as I have illustrated on attachment . However, even at this preliminary stage, I <br />am confident that Marion County will receive an additional increase of approximately $2.1m in <br />revenues. <br />Therefore, by order of magnitude, the additional impact of $218,500 in annual rental costs to the <br />County General Fund to move to the anticipated Courthouse Square is diminutive, and although <br />our budgetary collaborative process has not been completed, it appears that at this stage, Marion <br />County will have adequate resources to absorb this additional General Fund cost. <br />~ <br />
