Among the elements for <br />the Courthouse Square Project are: a new mass transit depot, a joint public hearing <br />room facility, additions to public parking in downtown Salem, and dedication of a <br />portion of the Senator Block for lease or sale for private, commercial retail <br />development. Similar projects would qualify to borrow state funds as an <br />infrastructure project or a community facilities project, pursuant to ORS 285B.410 <br />et se~c or 285B.422 et seg. In either project, the construction of buildings and the <br />acquisition of land are eligible for lottery funds to cover such projects as public <br />transportation or facilities providing commercial, social or similar services to the <br />public. <br />Ultimately, the County's own adopted program of economic development, <br />authorized by ORS 280.500, is the most immediate authority for expenditures of <br />video lottery proceeds on the Courthouse Square Project and the repayment of any <br />proceeds not used on this project. Since that program is administered by you, you <br />~ are the one to review the expenditures for Courthouse Square and determine whether <br />they are valid under the program, and whether repayment is required under the <br />program should the County abandon the Courthouse Square Project.
