Also it should be noted that the $218,000 is premised on the $1.30 rental rate as the worst case <br />scenario. The memo will address the general fund information first and the non-general fund <br />~ second. <br />Another handout was a copy of a letter from the Boazd of Commissioners to SPOC on their issue <br />of "substantial" impact. Staff recommended that we want to reiterate that stopping the project does <br />not save $218,000. There are negative impacts of closure and continuing to meet commitments to <br />the courthouse and leasing space in the private mazket. Randy Franke asked if this was the <br />appropriate place to raise issue of unfunded state mandates. County can't control everything that <br />impacts our budget, we have to react to situations. All changes made to Ken's cover memo will <br />also be carried forwazd to this document. Concern was raised that this document be worded without <br />sending m'v~ed sentiments internally as departments are going through the fmance committee budget <br />process. Ken will get a another draft ready for the board to sign. <br />Items 15, 17 & 18 have been referred to both boards to address SPOC's recommendation that both <br />boards take an active role. Any reports, if generated, will come directly from the boards in <br />response to these items. <br />3. Neat Meeting of SPOC <br />SPOC is tentatively looking at April 14'~, but nothing is set until SPOC has all documentation from <br />staff that has been requested. <br />~ Transit reported that their subcommittee would like to see a joint meeting of SPOC, transit board <br />and county board of commissioners. The first session would deal with policy issues and the second <br />session would delve into the technical questions for internal staff. Randy Franke has concems <br />about this approach and will contact Marcia Kelly, Transit board for further communication and <br />collaboration on this issue. It was felt the media seems to be past all the negatives and doesn't see <br />any reason to oveneact. Billy opened an opportunity for 7ustice Peterson to be more spec~c <br />regarding mistakes made and share them directly with both boards. He anticipates that <br />conversations directly with SPOC from both boards can prevent this from happening. <br />Additional discussion was held regarding attaching a number of positions lost with the $218,000. <br />This has been tried in the past, but it never worked out as expected. Sue McCracken cautioned <br />releasing a figure like that lives forever. Another way to address this issue would be to site <br />historic examples, but this impact doesn't rest on Courthouse Square, it is a more complex, broader <br />issue. <br />Agenda items 5& 6 were covered during item #Z Review of SPOC update request <br />Billy Wasson ended the meeting on a positive note with thank you's extended to Ken Roudybush, <br />Randy Curtis and Craig Lewis for providing information. Randy Franke added that the technical <br />issues are being taken care of and he still feels we have a do-able, viable project. <br />~ Meeting adjourned. <br />Page 4 of 4 <br />
