design. This packet includes a BOMA analysis of the five floors. Schematics are included for the <br />pa.rking level as well as the five floor site plans. Because this is a large city block, the site plans <br />~ have been divided into quadrants and will take 3-5 pages to see an overview of the entire floor <br />and/or azea. The design still incorporates arcades along the north side transit mall wall and the <br />county/transit building north side wall. <br />A second packet of information on space planning was distributed. Over the past week, Arbuckle <br />Costic has been working with county on the overall outline of space planning. Transit's space <br />planning as presented comes from very early discussions and will have some major revisions in the <br />coming weeks. The hearing room will be positioned on the first floor off the main lobby. An area <br />on the southeast corner of the fust floor has been designated as maiUcopy/service center with direct <br />access off Church Street. <br />The parking level as designed covers the base of the building and out to the northern transit mall <br />wall and will accommodate 258 pazking spaces with a potential of adding an additiona160-66 spaces <br />for future north block development. There is an issue to be resolved regazding exit stairways from <br />the pazking level to street level. The average size of a parking space will be 9' x 17 - 18.5 feet and <br />will be mazked "compact" per Salem code requirement by definition only. By Portland standards, <br />these are fairly lazge spaces. Grid layout also dictated width of the space. There has been some <br />type of storage area identified in the parking level. The architect will look to both county and <br />transit for instruction on how this space will be utilized. There currently is about 1,000 sf, and a <br />possibility of looking at some other areas later in the planning phase. <br />~ The north end development currently being shown on the drawings will be removed. Separatin <br />g <br />the urban renewal dollaz portion for the north end and making it the responsibility of a future <br />developer to apply for these funds was discussed. Leonard felt it would be better to keep this in <br />the total project and attach a dollar value and then put back into the RFP as an allowance. This <br />would allow for consistency around the block in terms of urban renewal and easier to deal with. <br />The strcetscape design carries the same theme as the rest of the downtown core area. This will also <br />be used throughout the transit bus ma11. ADA requirements dictate a different texture strip to be <br />used and carrying out the streetscape theme within the bus mall azea satisfies this requirement. <br />Covered wea.ther protection is also planned for the entire perimeter of the site and portions can be <br />allocated to streetscape. <br />The hearing room on the first floor will be a flat floor and is being designed to hold up to 200 <br />people. Since this will be a multi-purpose room, a fixed seating arrangement defeats that purpose. <br />The development stage will fine tune how the space will work. Transit's plan is to try a.nd provide <br />furnishings for the hearing room. In the cunent design plan, a column would appear in the middle <br />of the hearing room. When Pence/Kelly bid this earlier, it was done on the basis of removing this <br />column and transferring the load, which is a more expensive option. Arbuckle will work this issue <br />to see if there are alternatives in re-designing the space for first floor hearing room or keeping the <br />current orientation. <br />~ Page 2 of 4 <br />
