FTA Update <br />John Whittington reported that transit received a letter from FTA approving sole sourcing and <br />authorized work completed by Pence/Kelly Construction and Arbuckle Costic Architects. This <br />means that FTA sees the procurement to the project as appropriate use of federal funds to pay these <br />bills. <br />~ Additional update from Development team meeting earlier will lead to reconciling proforma <br />prepared by Melvin Mark with budget prepared by staff. Tom Wolfgram completed a side by side <br />analysis between the proforma and staff budget and clarified some budgeting assumptions. Melvin <br />Mazk will be working on a new proforma based on this discovery. The next phase is to update <br />current expenditures from December 1. Concern was raised about SPOC not receiving materials <br />in advance for review. Billy will address this concern by being responsive to a public information <br />request that generated this new information and will supply to SPOC out of courtesy. It was <br />suggested that he address this issue with the chair prior to meeting. <br />1. Lease Study <br />Ken will address this agenda item. We had requested additional data and the simplistic line chart <br />showing spread between lease outside vs. Courthouse Square and the numbers were greater than <br />anticipated. Don Palmer made changes in the reporting of land costs and total project cost is closer <br />to $31 million. Ken's staff prepazed charts and other options on the bar line graphs as handouts. <br />Staff discussed savings depicted on the charts comparing Courthouse Square rates over renting from <br />the outside ma.rket in terms of operating dollars available during this time period. Don Palmer's <br />approach was more in savings to the ta~~payer, not as operating costs. See it more as public saving <br />property ta~~es. John Whittington felt this statement should be reiterated on Tuesday as a positive <br />for the project. <br />Staff was asked how we answer the question: what if we don't move out of the Franklin Building <br />~ and other private leases and there is a smaller need for space in Courthouse Square?
