3-25 The draft commissioning RFP is in the process of being reviewed and revised. REV. 4-1
~ Randy C. indicated that Bob McCune would be the contact with OOE. REV. 4-15 Bob M.
met with Roger Mosier and has requested additional information from Leonard.
Mechanical
Electrical
4-1 Billy is attempting to assess hookup costs and has been exchanging phone messages with
PGE. REV. 4-15 Byron indicated that a PGE transformer easement may still exist within the
vacated alley. ACTION: Billy will refer the issue to Marion Co. legal department.
Security
5-13 The County, Transit and NIlVIDC will meet with Leonard to coordinate security issues.
ONGOING ISSUES
TOD Program Review
4-15 Patti Milne has suggested that the owners create a north end opportunity site steering
committee comprised of interested business and citizen's groups.
FTA Approvals
1-28 Transit is expecting a response to their request to purchase the TOD site with local funds. A
response is expected by 2-5. REV. 3-11 John reiterated that FTA has been provided all of the
information necessary to provide a response. REV. 5-13 Marcia will contact the FTA
regional administrator to prompt a response.
Value Engineering Cost Sharing
3-11 P/K proposed that the Owner's consider a 50%/50% split on value engineering savings that
are generated by P/K and approved by the County and Transit. The owners will consider such
an agreement. A decision will be tabled until the 4-16 partnering meeting. REV. 4-1 Randy
is unable to find an owner who has utilized a contractor-generated cost savings split. REV. 4-
29 Billy and John have researched the legal / FTA perspectives on cost sharing. There
appears to be nothing that prohibits a cost savings arrangement, and FTA appears to be
supportive of the concept. REV. 5-13 Billy, John and Craig met and recommended a 60%
(owner)/40%(contractor) split of net savings. This recommendation includes other conditions
that preserves the owner's decision-making authority. The BOC and the Transit Boards are
considering P/K's request for shared savings on contractor-proposed VE items. P/K has made
their first VE proposal. They have recommended that the owners reduce the low e coating on
the skylights due to the frit glass finish already applied to skylights.
PGE Energy Study
3-11 The County is waiting for a response to the energy study contract from PGE.
NEW ITEMS
LJ
