COURTHOUSESQUARE <br />DEVELOPMENT TEAM MEETING <br />A DECEMBER 4, 1997 <br />Attendees: Randy Curtis, Ralph Grim, Hitesh Pazekh, Ken Roudybush, Billy Wasson, Mazion County; <br />R.G. Andersen-Wyckoff, John Whittington, Sa1em Area Transit; Dan Petrusich, Craig Lewis, Melvin <br />Mazk Companies; Alan Costic, Leonazd Lodder, Arbuckle, Costic Architects; and Curt Pence, <br />Pence/Kelly Construction. <br />Randy Curtis opened the meeting by introducing Billy Wasson to the Development Team. H'is role in <br />the project was made official yesterday. Today's agenda will include an e~lanation of what has <br />occurred during the last week and primarily yesterday, and the second will be to talk about the change in <br />roles and responsibilities and how it impact the consultants. Randy and RG had an opportunity to brief <br />all of the consultants on what was happening in the last few days. <br />Billy gave an explanation of why he was recruited by the Boazd of Commissioners Chair. The primary <br />reason being his background in the last 10 yeazs as developer/project manager of the Aumsville <br />Highway Conections complex. While his e~erience is limited to the orientation of the more traditional <br />approach for a government agency, but that doesn't mean this project will be done that way. <br />Questions have been raised all over about the project. The first order of business is to identify all the <br />questions and attempt to lay to rest as many as possible, as soon as possible. One question that would <br />impact contractors and the county is the serious criticism raised about county doing business with <br />contractors without a contract in place. My first message to this group is we will not do business with a <br />contractor without a signed contract in place. As to Melvin Mazk, this is not your fault, but with the <br />public scrutiny we have been under, this azea needs to be cleaned up before we proceed. Legal counsel <br />states that we aze close with a draft. Legal also suggested a joint meeting of county and transit and their <br />respective legal counsels review this draft. <br />Billy also had a copy of the county press release issued yesterday regarding Randy's letter of resignation <br />and also mentioned R.G.'s letter to his boazd. Included was the county internal staff team put together <br />identifying roles, functions, and expertise they provide to the team. Billy is not designated as"project <br />manager" but will be the county coordinator along with John Whittington who has been named <br />coordinator for transit. County will assume the lead role. Billy has not left his other position as <br />Director of Corrections. <br />A question was asked about a clarification of Billy's other duties. Ken does not see this role as a part- <br />time position as Billy stated, but some of his other duties are in the process of being assigned to other <br />staff. Additional intemal meetings are needed to further review this azea. <br />Curt wanted to clarify the distinction between having a general contractor on board vs. hazd bid. With a <br />general on board, the subs would all be bid out. It is the best of both worlds with general on board, but <br />you would still bid everything out. <br />Billy responded that they can't judge how broad base the criticism really is, a lot of people or just a few <br />screaming very loudly. One of the many issues may be that people do not understand this forum vs. the <br />~ more traditional hazd bid process and then select the general. We will be creating an e~rtemal committee <br />to advise the county and could include members from the community, the Statesman Joumal, technicians <br />Page 1 of 6 <br />
