,~ , ~,; <br />NOTICE: <br />HEATING OIL TANK CLEANUP COST RECOVERY <br />August 1997 <br />~ <br />~ ~~ ~ <br />~ <br />A new law is coming into effect on October 4, 1997 that will chazige the way the <br />Department of Environmental Quality (DEQ) handles work on heating oil tank cleanups. <br />Under the new law, DEQ technic~l assistance and review for these cleanups will <br />continue as before but DEQ will not have to charge homeowners for the review costs. <br />Previously, invoices for the cost of DEQ review were sent to homeowners, like the <br />invoice included with this notice. DEQ expects that invoicing will stop for review work <br />done after October 1, 1997, however details about the start of funding for this program <br />are still being worked out. If fuads are not available, invoicing cvuid continue until July, <br />1998. Bills for worlc perform~ in September will be mailed at the end of October and <br />will include updated information about any subsequent billings that may be necessary. <br />Related information you may find useful: <br />• The new law does not add any new requirements for heating oil tanks and does not <br />change existing requirements far reporting and cleanup up of leaks and spills of <br />heating oiL <br />• DEQ will also be awarding Heating Oil Tank Decomrnissioning ('~rants of either <br />$250, $500 or $750 (depending on household income) to homeowners who replace or <br />decommission their heating oil tank. The decommissioni.ag grants will be disbursed <br />as soon as funding is available, which may not be until July, 1998. Details about the <br />grant program will also be provided when available. <br />• In addition to the pending changes for heating oil tanks, the rate charged for DEQ <br />review on all types of projects has increased effective July l, 1997. An additional <br />notice is enclosed explaining this change which will only effect heating oil tank , <br />cleanups until this new prograr~n is implemented. <br />• Other types of "unregulated tanks", particularly bulk petroleum distribution plants, <br />are not covered under this heating oil tank program. They will continue to be handled <br />as normal cost recovery prajects, including the lugher charge ra.te. <br />If you have any questions please call your assigned DEQ Project Manager, or our toll free <br />HELPLINE at 1-800-742-7878.
