,~ , ~,; NOTICE: HEATING OIL TANK CLEANUP COST RECOVERY August 1997 ~ ~ ~~ ~ ~ A new law is coming into effect on October 4, 1997 that will chazige the way the Department of Environmental Quality (DEQ) handles work on heating oil tank cleanups. Under the new law, DEQ technic~l assistance and review for these cleanups will continue as before but DEQ will not have to charge homeowners for the review costs. Previously, invoices for the cost of DEQ review were sent to homeowners, like the invoice included with this notice. DEQ expects that invoicing will stop for review work done after October 1, 1997, however details about the start of funding for this program are still being worked out. If fuads are not available, invoicing cvuid continue until July, 1998. Bills for worlc perform~ in September will be mailed at the end of October and will include updated information about any subsequent billings that may be necessary. Related information you may find useful: • The new law does not add any new requirements for heating oil tanks and does not change existing requirements far reporting and cleanup up of leaks and spills of heating oiL • DEQ will also be awarding Heating Oil Tank Decomrnissioning ('~rants of either $250, $500 or $750 (depending on household income) to homeowners who replace or decommission their heating oil tank. The decommissioni.ag grants will be disbursed as soon as funding is available, which may not be until July, 1998. Details about the grant program will also be provided when available. • In addition to the pending changes for heating oil tanks, the rate charged for DEQ review on all types of projects has increased effective July l, 1997. An additional notice is enclosed explaining this change which will only effect heating oil tank , cleanups until this new prograr~n is implemented. • Other types of "unregulated tanks", particularly bulk petroleum distribution plants, are not covered under this heating oil tank program. They will continue to be handled as normal cost recovery prajects, including the lugher charge ra.te.
