Assuming that there is no confiict of interest that would bar your representation of Marion County, I would like to retain your services and the services of other attorneys of your legal department to assist Marion County in the following matters: 1. Advise and negotiate an agreement between Marion County and the Statesman Journal concerning the sharing of information and conditions for the pumping and treating of contaminated ground water on the Statesman Journal lot and the Marion County Senator Block in downtown Salem. 2. To work with the environmental engineering firm of Century West. Specifically, Marion County would ask that you review data on level I and II assess- ments. Advise Marion County on whether it has any significant environmental problems. Advise the county on what to expect from the Department of Environmental Quality, and what position the county should take in relationship to D.E.Q. in order to proceed with construction of the Court- house Square Project without delay due to environ- mental concerns. I understand that the revised date to begin construction is now August l. As we discussed, we think that this work should take not more than thirty (30) hours. And, the county is ready to pay your regular hourly rates for service.
