Roy Dear Tom : <br />)ane Ellen Stonecipher <br />Thank you for speaking with me on February 20, 1997. <br />Assuming that there is no confiict of interest that would <br />bar your representation of Marion County, I would like to <br />retain your services and the services of other attorneys <br />of your legal department to assist Marion County in the <br />following matters: <br />1. Advise and negotiate an agreement between Marion <br />County and the Statesman Journal concerning the <br />sharing of information and conditions for the <br />pumping and treating of contaminated ground water <br />on the Statesman Journal lot and the Marion County <br />Senator Block in downtown Salem. <br />2. To work with the environmental engineering firm of <br />Century West. Specifically, Marion County would <br />ask that you review data on level I and II assess- <br />ments. Advise Marion County on whether it has any <br />significant environmental problems. Advise the <br />county on what to expect from the Department of <br />Environmental Quality, and what position the <br />county should take in relationship to D.E.Q. in <br />order to proceed with construction of the Court- <br />house Square Project without delay due to environ- <br />mental concerns. I understand that the revised <br />date to begin construction is now August l. <br />As we discussed, we think that this work should take <br />not more than thirty (30) hours. And, the county is ready <br />to pay your regular hourly rates for service.
