Wasson, Manager Courthouse Square Project <br />Re: Award of bid for construction of the project <br />Recommendations: <br />1. Award the bid for construction of the project to Pence /Kelly Inc. of Salem, Or.. Included in <br />the award is the base bid and alternates 1, 2, 7, 9, 10, 11, 12, 13, 14 and 15 (per the attached bid <br />summary sheet). <br />2. Authorize staff to finalize the contract with Pence/Kelly and execute it on behalf of the County. <br />3. Once the contract is finalized authorize the project manager to issue the notice to proceed with <br />the construction by Pence/Kelly. <br />Background: <br />After months of plan develop and a thirty day public bidding process the Transit District and <br />County publicly opened the bids for the project on Feb. 4'". At S:OOpm. Six bids were received <br />and confirmed as qualified bidders. The attached analysis documents the fact that Pence/Kelly Inc. <br />of Salem, Or. is the lowest bidder. <br />On Feb. 11 at noon the Citizens Advisory Committee met and considered the staff <br />recommendations and are also recommending the award with alternates as contained in this <br />recommendation and on the attached bid summary sheet. <br />This bid award with alternates that totals $18,459,484.00 is substantially below our previous <br />estimate of cost of construction ($3.8million lower). , <br />The contract with the contractor has already been developed, reviewed and approved by both the <br />Transit District and County Legal Counsels. We included the agreement in the bid specifications <br />and the contractor had the opportunity to review it in the context of putting together their bid <br />proposal. So other that including the name of contractor, bid amount with alternates the <br />agreement should be relatively easy to put in place. <br />
