~ <br />0 <br />EXHIBIT A- SCOPE OF SERVICES <br />ADDTTIONAL SUBSURFACE INVESTIGATION, AREA 8 <br />COURTHOUSESQUARE <br />SALEM, OREGON <br />INTRODUCTION <br />Century West Engineering Corporation (Century West) has prepared the following scope of services <br />for additional subsurface investigation in Area 8, Courthouse Square block, Salem, Oregon. The <br />objectives of the investigation are to: 1) delineate the extent of petroleum hydrocarbon contaminated <br />left in-place in the azea north of Area 8 and 2) deternune if the petroleum hydrocarbon contaminated <br />soil left in-place contains constituents of petroleum at concentrations which exceed the Oregon <br />Department of Environmental Quality's (DEQ's) Risk-Based Cleanup Action (RBCA) Tier I Lookup <br />Tables. ' <br />SCOPE OF SERVICES <br />Task 1 Work Plan and Health and Safety Plan <br />Century West will prepare a work plan detailing the specific activities necessary to complete the <br />above identified objectives. The plan will guide in identifying boring locations, field sampling <br />activities, and sample analysis. <br />A health and safety plan will be developed for use in field activities to be performed at the subject <br />property. The purpose of this health and safety plan is to provide guidelines and standard operating <br />procedures necessary to promote health and safety of on-site workers. <br />Task 2 Subsurface Investigation <br />Century West proposes the completion of investigative borings and collection of soil samples to <br />further characterize the subsurface in the area north of Area 8. A driller licensed with the State of <br />Oregon will use a hollow stem auger drill rig to complete a minimum of four investigative borings in <br />the locations shown on Figure i. Prior to drilling, a traffic control plan and utility locate will be <br />completed for the proposed area of investigation. One of the investigative borings will be located <br />within approximately ten feet of the sample location for soil sample 8-4-15 .0', which contained diesel- <br />range petroleum hydrocarbons at a concentration of 7,210 milligrams per kilogram (mg/kg). Refer <br />to Century West's Pre-Construction Remedial Activities Report dated April 14, 1998 for additional <br />details on soil sample 8-4-15.0'. The other three investigative borings will be located north of the <br />former Area 8 excavation on Chemeketa Street (Figure 1). Based on field observations, up to two <br />additional borings may be completed to delineate the extent of petroleum hydrocarbon contamination. <br />During drilling, soil samples will be collected continuously using a sample barrel to a depth of <br />approximately 20 feet. The samples will be inspected in the field and classified by soil type. A <br />photoionization detector (PID) will be used in the field to screen the soil for volatiles. Field <br />
