To: Barb Young <br />From: Randy <br />Date: September 3, 1999 <br />Based on our conversation Friday, I have tried to recreate the space programing history of <br />Coutthouse Square. Let me know if you need more information or clarification. Please note the <br />change that occurred in the reporting format, from net to rentable square feet, in early 1998. <br />Sept-Nov. 1997- The new 5-story design concept evolved. Approximately 30,000 sf is <br />included in the building floor plan to used as future expansion space. <br />Another 30,000 square feet is deleted fi~om the original design. It is <br />decided this space can be developed on the north block by a private <br />developer. The sepas•ation of public and private development opportunities <br />greatly simplify the financing of the county/transit building. <br />Nov. 1997- The county produced a space programing report showing 85,592 net <br />square feet (ns~ with 28,965 nsf being leased out. In this time period, we <br />were using net square footage because most county depts. used net square <br />footage to do their space planning and their rent charges were based on an <br />"nsf' formula. <br />Although the new building design was not finalized, the Melvin Mark staff <br />acquainted us with the BOMA Standards which creates a national standard <br />for allocating building space. The first in a series of proforma's were <br />developed for financial analysis using rentable square footage (isfl. RSF <br />basically combines usable common building space with net useable <br />office/retail space. <br />Feb. 1998- The Board approved a space planning report that added the departments <br />located in the Franklin Building and the District Attorney's offices. <br />County square footage needs was reported as 87,837 nsf. <br />Mar. 1998- A proforma was developed converting our net space programing needs to <br />the BOMA format. The profoima showed 99,255 rsf and 15,302 rsf being <br />leased out. <br />Sept. 1998- Refinements in space planning and floor allocations produced a proforma <br />showing the county with 104,984 rsf with 9,964 rsf leased out. <br />Dec. 1998- The development team recommended that Craig Lewis modify the <br />profoima and delete the market rates ($1.60/s fl for leased out "speculative <br />space". <br />June 1999- Board approves changes to the floor plan increasing department space to <br />107,149 rsf with 7,754 rsf being designated as vacant or expansion space. <br />
