Site availability <br />- Type of ownership...is the site under public ownership, off the tax roles, or <br />privately owned...is there a single owner or multiple owners...how many parcels <br />need to be acquired? <br />- Willing seller...are the owners willing to sell the property? <br />- Condemnation...is condemnation the only course available to obtain the site? <br />- Current land uses/Level of development...is the site presently developed to a high <br />use (i.e., compatible with the downtown area, generating high rate of taxes)...are <br />the current uses at the site difficult to replace? <br />Development costs <br />- Demolition...is demolition necessary, and how costly might it b~? <br />- Relocations...how many businesses will need to be relocated...is there a reasonable <br />place to which the existing businesses can be moved? <br />- Environmental mitigation...are there any environmental concems, such as <br />asbestos...is there likely ground contamination at the site...can the site be capped <br />as a method of mitigation? <br />- Engineering & development...any physical conditions at the site which will hinder <br />development...will existing structures that may remain in place need repair or <br />reinforcing? <br />Operating costs of the site <br />- Circulation of buses to access site...will routes need to be circuitous to reach the <br />site and deploy through downtown from the site...will extra time be needed to reach <br />and enter/exit the site? <br />- Shuttle service needed...is the site at a distance from the major attractions of the <br />downtown/Capitol Mall, or physically isolated by its surroundings, to require <br />shuttle bus service to reach the attractions? <br />Unique site characteristics <br />- Historic structures...are any structures on the site on the historic register...are any <br />eligible for the register...might they be relocated? <br />- Low income housing...is there any on the site that will have to be removed...how <br />many units...are the existing housing units on the site viable for a long term, or are <br />they likely to be removed in the near future? <br />Site Cost <br />- How does this site compare with others in terms of relative cost...If the site is <br />costly, does it have benefits which merit the cost (such as central location, <br />amenities, etc.) <br />~c:~w~cnsrsR~cxrrextn.z~ <br />
