ATTACHMENT B <br />(Revised 12/18/97) <br />BYLAWS GOVERNING PROCEEDURES AND CONDUCT OF THE <br />SPECIAL TRANSPORTATION-WdNB ADVISORY COMMITTEE <br />Article 1 Purpose and Mission <br />The Marion and Polk Counties Special Transportation ~Fund~ {~€3 <br />Advisory Committee (STAC1, enable~e~a~4+st~e~-~-the Salem Area <br />Mass Transit District Board e~Bifes~e~s; to make informed decisions by <br />r,p ovidin~transportation ~cy and funding recommendations based on <br />sound information and in~ut addressing future regional transit needs <br />, , • <br />, • <br />The Committee <br />, <br />, <br />may perform other duties as assigned by the Board of Directors. <br />Article 2 Responsibilities <br />~ With the technical and clerical assistance of District staff, the committee <br />develops the application forms, issues the solicitations, interviews <br />applicants, evaluates the applications received, and prepares <br />recommendations for the transit Board of Directors. This work is carried <br />out in conformance with State STF directives. <br />The Committee, through its Chairperson, shall advise and make <br />recommendations to the SAMTD Board of Directors on Special <br />Transportation Funds applications, Community Transportation Grant <br />applications, and general issues which impact the STF funding process. <br />The Committee shall make all recommendations in a timely fashion, <br />consistent with the State's annual STF schedule. <br />Article 3 Membership and Terms of Appointment <br />Membership shall consist of seven (7) members, appointed in the <br />following fashion to provide representation from each of the geographic <br />areas served with STF funds: <br />From the rural portion of Marion County: <br />From the rural portion of Polk County: <br />From the Salem/Keizer Urban Area <br />Two (2) members <br />Two (2) members <br />Three (3) members <br />99 <br />
