PTS Agreement # STG9798040001 <br />Exhibit A <br />PARTI <br />FY 1997-98 SALEM AREA MASS TRANSIT DISTRICT <br />ANNUAL OPERATING ASSISTANCE AGREEMENT <br />PROJECT DESCRIPTION <br />This is a Special Transportation Discretionary Grant Program Operating Assistance <br />Agreement to sustain the special transportation related activities provided by Recipient. <br />II. Recipient shall submit quarterly reports to State in a format as supplied by State. State <br />reserves the right to request such additional information as may be necessary to comply <br />with federal or state reporting requirements. Request for final payment shall include a <br />detailed statement of revenues and expenditures for the project, including <br />documentation of local match contributions. <br />III. Costs incurred in carrying out the project, subject to the grant limitations as shown <br />below, are eligible for reimbursement based on reports submitted by Recipient. The <br />State will reimburse up to eighty (80) percent of Recipient's administration expenses, <br />and up to fifty (50) percent of the net operating deficit of Recipient's project. <br />IV. In the event that the actual cost of the approved project differs from the estimated cost <br />of the project, State and Recipient shall abide by the following: <br />A. Actual Project Cost is Less Than Estimated Project Cost <br />1. The State will reimburse up to eighty (80) percent of Recipient's <br />administration expenses, and up to fifty (50) percent of the net operating <br />deficit of RecipienYs project up to the limit of the grant as set out in the <br />Agreement Amount regardless of project's actual cost. <br />B. Actual Project Cost is More Than Estimated Project Cost <br />Recipients may elect to: <br />a) contribute local money and continue the project. State shall <br />contribute no more than the amount specified as the Agreement <br />Amount; or, <br />b) discontinue the project. <br />V. When applicable, State shall provide Recipient with guidelines to assist with the project, <br />as requested by Recipient, including the applicable state and federal rules, regulations, <br />and laws. <br />138 <br />
