The Local Development Committee includes Howard Giazer, Cnair, representing the <br />~ Goose Hollow Foothilis League, Kim Knox, Tri-Met, Jim Claypool, Portland Bureau of <br />Planning Roger Neu, at-large member. The following further describes the roles and <br />responsibilities of the Committee and the selected Development Team throughout the <br />development process. <br />The Commiiiee's role <br />The Committee's role is to collaborate with the selected Development Team to maximize <br />the development potential of the site and to meet as many City, Tri-Met and <br />neighborhood goals as possible. With this role in mind, the Committee has been <br />charged with the following tasks to help provide clarity and certainty in the development <br />process: <br />• Develop objectives that describe what development of the site will demonstrate <br />• Manage and oversee the Request for Proposal process: <br />• Evaluate offers and recommend selection of the developer and/or developer <br />team to Tri-Met. <br />• Approve a design concept prepared by the selected Development Team, based <br />on available market information, site and cost constraints, that meets the <br />demonstration objectives stated in this RFP <br />• Assist the selected Development Team to obtain approval of the design concept <br />from the Goose Hollow Foothilis League (GHFL), City permitting bureaus and the <br />,,,,, City Design Review Commission <br />• Negotiate and recommend to Tri-Met a Memo of Understanding (MOU) and <br />Disposition and Development Agreement (DDA) with the selected Development <br />Team <br />• Work with the Development Team and the City to reconfigure surrounding <br />streets to improve pedestrian connections, provide open space amenities and <br />increase on street parking <br />• Monitor development activities during construction and sales period <br />• Assist the Development Team to garner support for innovative parking and <br />transit solutions that minimize the need for parking <br />The selected Development Team's Role <br />The selected Development Team will perform all the functions needed to produce a <br />successful real estate development project. As part of these functions, the selected <br />Development Team will: <br />• perform under the terms and conditions of a Memo of Understanding and <br />Disposition and Development Agreement <br />• create a development that meets the demonstration objectives <br />• acquire the land from Tri-Met, <br />• finance the project <br />• complete design schematic, development and contract documents <br />• construct a quality mixed use project <br />~" • market and manage the space for commercial and residential tenants <br />.-~ppe~ldi~es Pc7ge 6~ <br />
