~ <br />The following items summarize relevant portions of adopted City plans that affect <br />development on the Lu Yen site: <br />Goose Hol%w Station Community P/an <br />As part of the Westside Light Rail Station Community Planning process, the City of <br />Portland developed the Goose Hollow Station Community Plan. Neighborhood residents, <br />interested developers, city and regional agencies all participated to establish policies, <br />projects, programs and regulations related to future land use and development around <br />transit stations. The Comprehensive Plan and Zoning Code were amended to adopt the <br />regulations recommended in the Station Community Plan. The plan encourages "new <br />housing, commercial and mized-use development which retains or enhances a sense of <br />community while improving the urban infrastructure to support a more pleasant and <br />livable community." <br />Expected outcomes of Station Area P/anning <br />The Station Area Planning effort is expected to achieve the following outcomes related <br />to site development: <br />• Maximize community development, transportation mode choice and air quality <br />improvement opportunities resulting from the Westside LRT system, while <br />contributing to its effective operation. <br />• Provide for expeditious approval of appropriate development <br />• Increase ridership <br />• Reduce auto use and emissions from auto use <br />• Encourage early development in station areas <br />• Achieve appropriate density <br />• Assure a safe and pleasant bike/pedestrian environment <br />• Consider each station's unique qualities in design and its role in the region <br />Central City Plan Po/icy 15: Goose Ho/low <br />The G~ose f-lollow plan, adopted as part of the Central City Plan is intended to "protect <br />and enhance the character of Goose Hollow by encouraging new housing, commercial <br />and mixed-use development which retains or enhances a sense of community while <br />improving the urban infrastructure to support a more pleasant and livable community." <br />The Plan seeks to: <br />A. Create opportunities for 1,000 new households within the District over the next <br />20 years. Housing created should provide for those who enjoy a central city <br />location with a neighborhood feel, as well as encourage diversity by attracting <br />families. <br />''; ~r .~-.~~; ~ge retail and commercial development in mixed-use projects centering on <br />tine ~:;ivic Stadium and Jefferson Street light rail station which support the needs <br />of the residential community. <br />C. Improve pedestrian and bicycle connections to light rail and throughout the <br />neighborhood. <br />D.
