As I understand <br />it, Pence/Kelly is a member of the organization which has requested an opportunity to <br />inspect the wage records of Pence/Kelly and the subcontractors. Pence/Kelly ha also <br />allowed a representative of that organization to inspect Pence/Kelly's wage records. I <br />understand that this matter is now resolved. <br />Prior to that time, I did have an opportunity to inspect copies of the wage records <br />for Pence/Kelly and the subcontractors at the Salem Transit District Offices. Mr. Jeff <br />Hamm was quite helpfuL I compared a sampling of the records to the requirements <br />contained in the FTA addendum to our contract with Pence/Kelly. I am of the opinion <br />that the payroll records and certifications comply with the requirements of the FTA <br />under Davis-Bacon. I could see no reason to be concerned that Pence/Kelly, and the <br />subcontractors, were not paying prevailing wages, or failing to comply wit~i the <br />requirements.
