-- ~ - ._._ _ ._._ _ _ ~._ -- ._ _~.._ _~. ~ <br />MARISA KENDALL - compliance.doc _, _~ ` _ Page 2~ <br />Comply with the Department of Energy's International Performance Measurement and <br />Verification Protocol for energy consumption. <br />To comply with this credit three aspects of energy performance must be addressed: <br />Accurate cataloguing of baseline conditions <br />Verification of the complete installation and proper operations of equipment or <br />systems <br />Confirmation of the quantity of energy saved during a period of analysis. <br />The first aspect to be addressed, accurate cataloguing of baseline conditions, is <br />presumed to be obtained using a computer-based simulation. Participation in the PGE <br />Earth Smart Program would provide access to the DOE2 energy efficiency study, <br />which would furnish the necessary information. If the decision is made not to <br />participate in the PGE Earth Smart Program the results of a similar simulation must <br />be obtained. The second aspect can be met by conducting formal building <br />commissioning. At this point, it is unclear what level of effort is required to comply <br />with the third aspect, which is to confirm the quantity of energy saved during a period <br />of analysis. I am seeking clarification from the LEED Committee on this issue. <br />Language from the Department of Energy's International Performance Measurement <br />and Verification Protocol pertaining to this credit is attached. <br />ENHANCING INDOOR AIR QUALITY <br />Credit 1: Basic Construction IAQ Management Plan <br />After completion of construction and prior to occupancy, provision of cleaning <br />requirements for ventilation system components and pathways exposed to contamination <br />during construction. <br />Section 15010-1.7 - Temporary Heating requires that if the permanent HVAC system is <br />used for temporary heating of the facility during construction that the coils are <br />pressure cleaned and the ductwork is vacuumed prior to occupancy. Section <br />15010-3.9 - Cleaning requires that exposed portions of equipment be cleaned upon <br />completion. To comply with the intent of this credit it is suggested that the contractor <br />be required to do the following. Other strategies that are consistent with the intent of <br />the credit can also be considered: <br />Develop an IAQ Management Plan for the construction process (add to section 01520, <br />Environmental Practices). The plan should include construction-related IAQ <br />procedures in the pre-construction and construction progress meeting agendas. <br />Protect the ventilation system components during construction or clean them after <br />completion of construction including the inside air contact surfaces. <br />Implement construction sequencing to reduce adsorption of VOCs by materials that <br />act as "sinks." Sequence construction as follows: The application of wet and/or <br />odor-emitting materials such as paints, sealants, coatings, etc. shall be made <br />before dry/sink materials such as ceiling tiles, carpets, fabric-covered furnishings, <br />
