REQUEST FOR PROPOSALS Proposals from interested parties to join with Marion County and the Salem Area Transit District in a joint development project on the Senator Block (200 High St. NE), Salem, Oregon will be received by the Marion County Clerk, Marion County Courthouse, Room 1331, 100 High Street NE, Salem, Oregon 97301-3670, until 3:00 P.M., PDT on May 1, 1996. All proposals submitted must be plainly marked "COUR7HOUSE SQUARE." Proposals received after the set time for submittal will not be considered. Proposals may not be withdrawn after the time set for submittal. A copy of the Request for Proposals may be obtained from Marion County Facilities Management, Marion County Courthouse, Room B270, 100 High Street N. E., Salem, Oregon 97301-3670, Phone: (503) 588-5154, FAX: (503) 373-4430. Through this Request for Proposals, Marion County intends to retain an experienced and qualified firm for a joint public/private partnership to develop a Downtown Transit Center and County Office Building. We are seeking a 3rd party (developer) to provide financing, design and construction services for a project tentatively named "Courthouse Square." The project is located on the site known as the "Senator Block" in downtown Salem (200 High Street NE). The successful applicant selected for this joint venture will have the option to incorporate various retail, office and other mixed uses necessary to make the project financially successful. The successful firm will be required to certify that it is in compliance with ORS 279.350 relative to prevailing wage rates and must comply with the Marion County Public Contract Rules. The Marion County Board of Commissioners is the Public Contract Review Board of Marion County. Marion County reserves the right to waive any technicalities and to reject any or all proposals.
