For those workers who reside within zone 1 of a <br />reference city below, their zone pay differential shall <br />be computed based upon the distance from the city <br />hail of that city to the project site. <br />2. For those workers who reside nearer to the project <br />than is the city hall of any reference city below, the <br />mileage from their residence to the project may be <br />used in computing their zone pay differential. <br />3.
