The countjT shouid retain p~ofessionat financial advisers to update the financial <br />assu~ptians and costs and all ~f the financial issnes invoived in Courthouse Square_ <br />While the final design pracess goes forward, SP~OC urges the councy and the Lransit board <br />to address these unresolved issu~s: <br />A. The Department of Environmental Quality has yet to approve construction on the site <br />even though $4b0,000 has been spent to decontaminate the soii. <br />B. Whiie the Salem Area ~hamber of Commerce has said the project shotrld ~ave, under <br />accepted Salem standards, 472 parking spaces, the praject calls for anly 258 plus another 5g or <br />62 that mighi be locaied an ar under the northern 20 percent of the block. The countS~, ihe <br />chamber, and the citS~~s parking boar~d should discuss city and state policies, alternative forms of <br />uansportation, and parking availability elsewhere. The lack of short-term pubiic parlcing a~ <br />Courthoctse Syuare is troublesome. <br />C. The committee is uncleac when the county and the Lransit district will seek proposals <br />for development of the northern portion of the black. That process should be coardinated with <br />the final design process. <br />D. The county has informed the committee that its fi~ancial management skills, honed by <br />adjusting to Ballot Measures 5 and ~0, guarantee that the $631,326 annually to be assessed on <br />couniy departments for Courthause Square can be absorbed. The commi~tee finds that assurance <br />less than persuasi~e and proposes ihat the county's budget committee putili~i~~, candidly, and <br />tharoughtv assess the impact on countv services of Courthouse Syuare costs. <br />E. Constructiun ot Courthause Square urouid be follawed by renovation of the courthause <br />at an estimated cast af $494,000 and of the Franklin Building at an estin~ated cost. of $345.000_ <br />The countS~ is parL of a coalition that seeks state financial support for provisian of court <br />facilit~es.
