The Department of Environmental Quality has yet to approve construction on the site even though $4b0,000 has been spent to decontaminate the soii. B. Whiie the Salem Area ~hamber of Commerce has said the project shotrld ~ave, under accepted Salem standards, 472 parking spaces, the praject calls for anly 258 plus another 5g or 62 that mighi be locaied an ar under the northern 20 percent of the block. The countS~, ihe chamber, and the citS~~s parking boar~d should discuss city and state policies, alternative forms of uansportation, and parking availability elsewhere. The lack of short-term pubiic parlcing a~ Courthoctse Syuare is troublesome. C. The committee is uncleac when the county and the Lransit district will seek proposals for development of the northern portion of the black. That process should be coardinated with the final design process. D. The county has informed the committee that its fi~ancial management skills, honed by adjusting to Ballot Measures 5 and ~0, guarantee that the $631,326 annually to be assessed on couniy departments for Courthause Square can be absorbed. The commi~tee finds that assurance less than persuasi~e and proposes ihat the county's budget committee putili~i~~, candidly, and tharoughtv assess the impact on countv services of Courthouse Syuare costs. E. Constructiun ot Courthause Square urouid be follawed by renovation of the courthause at an estimated cast af $494,000 and of the Franklin Building at an estin~ated cost. of $345.000_ The countS~ is parL of a coalition that seeks state financial support for provisian of court facilit~es. If that initiative fails at the 1999 Legisiature, Vlarion Count~~ w'sll need to pro~~ide not anly $494,OOd in unbudgeted reno~ation money for the courthouse ~ut also the ~~45,000 for the Franklin Building.
