After the break down of the Ben•ey development team, interim agreements with <br />Pence/Kelly and Arbuckle Costic for engineering and design services was <br />negotiated. Another RFP process produced the selection of Melvin Mark Co., <br />Portland, as the new project manager/developer in June 1997. <br />COUNTY'S NEED: <br />Summary of factors influencing current needs: <br />- 1. The aging condition of the county's downtown buildings (average age 71 <br />years) requires high maintenance and remodeling costs. <br />- 2. Space for staff and programs will continue to outgrow available <br />facilities. <br />- 3. Growth in the state court system requires the county to vacate the <br />Courthouse. <br />- 4. Efficiencies in delivering county services can be enhanced if staff and <br />programs can be consolidated into one facility. <br />The County did not have an immediate program document to provide to the <br />committee and therefore may have cost the county some credibility with the <br />SPOC. This space programming document was converted for the committee into <br />net square feet as requested by the committee. This is general statement and <br />numbers of need. The status being used now is a need of approximately 87,837 <br />square feet for county use. <br />LEASE STUDY: <br />uestion: Should the county continue as presently doing, lease space or continue <br />to move toward building Courthouse Square? If we can own our own building, we <br />can be in control of fees and inflated issues. Through an RFQ process, contracted <br />with Palmer, Groth & Pietka to do a lease study, their conclusions included that <br />the cost of building courthouse square is lower over the years than leasing outside <br />space. <br />BUDGET: <br />There was not an actual detailed budget for this project. Billy researched and put <br />together such a document for the Special Committee. <br />
