Executive Summary <br />of <br />New Courthouse Facility (Option D) <br />Proposal: The Courts Facility subcommittee has developed a proposal to consttuct a new <br />Courthouse (Justice Building) on the Senator Block. The existing Courthouse <br />would be renovated and converted to County office space. WeGroup was <br />asked to evahiate the feasibiliry and cost of this option. The following is a <br />summary of their findings: <br />1. The consultant analyzed two options regarding future occupants of the Courthouse. In <br />both cases there is not adequate space in the Courthouse to accommodate all down- <br />town departments. A new office building containing 38-53,000 G5F would be <br />required for County staff. It is assumed this facility would be constiucted on the <br />Senator block adjacentto the Justice Center. The size of the building varies based on <br />whether or not the tri-agency facility is built. <br />2. Several options exist regarding the placement of occupants of the Courthouse and the <br />new office building. Individual departments where not consulted regarding their <br />preferred location. Space and adjacency needs from the original report were consid- <br />ered. <br />3. The Courthouse would require major seismic, energy and life safety renovations. <br />Some modifications to the mezzanine level have been included that will add 5,500 <br />NSF to the floor space. The estimated cost of renovation (1994 dollars) is <br />$5,500,000. This cost does not include changes that may be required to convert <br />courtrooms to more "comentional" offices. <br />4. The type of renovation required for the Courthouse will be "extensive and expensive". <br />The consultants suggest that in order to accommodate the renovation, the Courthouse <br />be vacated during the renovation. Costs have not been calculated for the temporary <br />leases and moving costs associated with department relocation. Approxunately <br />75,000 NSF of leased office space would be required to temporarily accommodate <br />County departments displaced from the Senator Block and Courthouse. Phasing of <br />constiuction may reduce the amount of leased space required. <br />5. The estimated cost of the new Justice center and office building is $28 - 30,000,000. <br />
