Page: 7 <br />ATTACHMENT III <br />SPECIFICATIONS <br />I. INTRODUCTION <br />Salem Area Mass Transit District and Marion County (owners) are soliciting proposals for <br />construction laboratory testing and inspection services related to the Courthouse Square <br />development in Salem, Oregon . This structure consists of a five (5) story concrete, flat-plate <br />slab system. The ground floor, and all elevated slabs incorporate a post-tensioned concrete <br />system. The foundation consists of a concrete slab-on-grade, with independent column <br />footing and a perimeter retaining wall. The lateral force resisting system for the building <br />consists of two (2) shearvvall-core elements at each main stairway. Reinforced concrete <br />shearwalls provide lateral resistance, supported by reinforced mat foundations. <br />The columns and main floor slab at the northern portion of the site have been designed for <br />future development. A bonded post-tensioned slab has been provided to allow for a future 4- <br />5 story wood frame structure. In addition, the columns have been sized for a five (5) story <br />concrete structure, with splice placed provided. The main floor slab has been isotated from <br />the bus lanes. Independent columns and a separation joint are to be installed along grids 3 <br />and 10 to prevent vibration transfer into the building. <br />Outlined below are the requirements for the proposals, the scope of services, and the <br />selection process for the proposer. If you are interested in being considered for this project, <br />please submit three copies of your proposal to: Salem Area Mass Transit District, 3140 Del <br />Webb Avenue NE, Salem, Oregon 97303. Proposals may also be hand delivered to the <br />SAMTD Administrative Offices at the above address. Deadline for receipt of the proposals is <br />4:00 PM, PST, March 26, 1999. <br />II. TECHNICAL SPECIFICATIONS/SCOPE OF WORK <br />1. INSPECTION AND TESTING - The Consultant shall p~ovide the following inspection and <br />testing services in conformance with the Contract Documents for the Cou~thouse Square <br />development by Arbuckle Costic Architects, dated December 30, 1998. <br />A. EARTHWORK: <br />Perform grading, excavation and fill testing <br />2. Test and Samples Required: <br />a. Sieve analysis of all on-site and imported backfill material and <br />granular materials. Contractor shall request prior to starting work <br />far enough in advance to not cause project delays in the work. <br />b. Moisture/Density relationship of soils and soil aggregate mixtures <br />for all on-site and imported backfill material and granular fill. <br />Contractor shall ~equest prior to starting work far enough in <br />advance to not cause project delays in the work. <br />
