RE: COURTHOUSE SQUARE MANAGER <br />BAGKGROITND: Billy Wasson has he serving as the Manager of Courthause <br />Squar~ sinc~ March, 1998 in addition to his duti~s as Director of th~ D~partm~nt of <br />Corrections. He plans to retire at the end of 1998, leaving vacant the Courthouse Square <br />Manag~r rol~. <br />It is important to th~ eo~tinuity and credibility to the Courthouse Square Praject for the <br />functions entailed in the Courthouse Square oversight functions to continue. Billy Wasson <br />has the knowledge, capability and competency to serve this function after retirement for <br />the period of construction of the Courthouse Square Project. <br />The Courthouse Square Budget has the resources to pay of this function with all related <br />costs. The current budget does not contain a designated position for the Courthouse <br />Square Manager and the Department Specialist 3 need to provide support. <br />If Billy Wasson was to return to this position the terms of his employment would be as <br />follows: <br />~ 49% permanent part-time position <br />• at will employee <br />•$40 per hour which would include salary and payment for health coverage <br />~ payment of costs related to work <br />• office located in the annex <br />• policy oversight by Commissioner Franke and administrative oversight by David <br />Hartwig <br />support provided by Support Services Department <br />ACTION: <br />1. Establish the positions of Courthouse Square Manager and the Department Specialist <br />3 position within the Courthouse Square Budget. Appoint Billy Wasson to the position <br />of Courthouse Square Manager with the benefits as noted above. <br />2. Establish the positions of Courthouse Square Manager and the DS 3, but seek <br />applications for the Courthouse Square Manager position. <br />3. Do not establish the positions and seek the functions from other sources. <br />REC011rIl1rIENDATION: <br />I recommend action # 1 as noted above. <br />
