This bid process has been developed to minimize design
discrepancies:
Upon completion of the construction documents by the Architect, they
will be released for public review and bidding by General Contractors.
An advertisement for bid will be released to newspapers and plan
exchanges (prior to release of the drawings) which will include important
dates, times, and procedures for qualification to bid on the Courthouse
Square Project.
1. Obtaining Documents: Full sets of construction drawings and
project manuals will be available for review and bidding purposes
at the following locations:
a. Plan Exchanges
b. ArchitecYs Office
c. Salem Printing & Blueprint, Inc.
There will be a refundable deposit required for each set of
drawings and specifications.

2. Substitution Requests: During the bidding period, contractors and
subcontractors may submit product information on items, not
already specified, for review and preapproval. During the review
of the non-specified product, the Architect shall determine whether
or not the product and/or data equals or exceeds that which is
specified. The substitution request shall be made on the attached
form (include necessary back-up information to assist with the
evaluation) and submitted to the Architect for review. The
subsequent addendum shall include a list of all approved
substitutions. Substitution requests will only be received up until
seven days prior to the bid date. Any substitution submitted after
this date will be automatically rejected.
3. Addendums: Addendums will be prepared during the bidding
period and will include the following:
a. Clarifications to the construction documents.
b. Corrections to the construction documents.
c. Approved substitution request.
d. Additional drawings and information.
e. List of attendees at the pre-bid conference.
