During the <br />constniction document phase, John did ask me to prepare a letter outlining the actual costs, urging me to <br />clarify whether or not this activity would or would not typically fortn part of our services. During November <br />and Deoember of 1998, the urgency of completing constnaction documents seemed to be a htgher priority. <br />i have again been neminded by my consultarrts that this issue is still outstanding and, therefore, I raised it <br />with you in our meeting on Thursday, April 22, 1999. ~ <br />We nemain oonvinced that oosts r~elating to the value engineering worlc shop are an additional service since <br />the rpal value engineering on this projed, in which we had effedively participated~ ocxumed during design <br />development. The value engineering w~ork shop in late Odober validated many of our ea~lier decisions, but <br />did divert our attention and energy form the task of produdng constnaction documer~ts.
