During the <br />construdion document phase, John did ask me to prepare a letter outiining the actual costs, urging me to <br />clarify whether or ~ot this activity would or would not typically form part of ou~ services. During November <br />and December of 1998, the ur~gency of completing constniction docume~ts seemed to be a highe~ priority. <br />1 have again been reminded by my consultants that this issue is still outstanding and, therefore, I raised it <br />with you in our meeting on Thursday, Aprii 22, 1999. <br />We remain convinced that c~sts r~elating to the value engineering woric shop are an additional service since <br />the ~al value engineering on this projed, i~ which we had effectively participated, occurred during design <br />developmerrt. The value engineering v~rork shop in late October validated many of our earlier decisions, but <br />did dive~t our attention and energy foRn the task of producing constniction documents.
