Exception: Handrails may be <br /> nterrupted by a newel post at a turn, and the use of a <br /> volute turnout or starting easing shall be allowed over the <br /> lowest tread, [Sec. 315,1] <br />11, GUARDRAILS, Porches, balconies or raised floor surfaces <br /> located more than 20 inches above the floor or grade shall <br /> have guardrails not less than 36 inches in height. Required <br /> guardrail shall have intermediate rails or ornamental <br /> closures which will not allow passage of an object 6 inches <br /> or more in diameter.
