Andy Anderson
North Marion School District # 15
20256 Grim Rd. NE
Aurora, OR 97002

August 12, 1!

Re: Addition of modular classroom

DEPARTMENT OF

ENVIRONMENTAL

QUALITY

WESTERN REGION

I am in receipt of your faxed letter of July 30~ and accompanying information regarding
the proposal to add a modular classroom building. It is my understanding that the
purpose of this unit is to reduce the number of students in the classrooms and not
necessarily for the increase in the number of students. However, the addition of the
classroom is a reflection of the increase in the enrollment over time. It is also understood
that there will be no plumbing connections to the building.

According to the information you provided, the total enrollment for the 1996-97 school
year for the campus was 1626 students. Including faculty, that would suggest a design
sewage flow of approximately 35,000 gallons per day. Actual sewage waste flow is
probably on the order of 17,000 gallons per day for the campus.

According to current standards and criteria, a standard septic tank / dralnfield system
would require approximately 23,000 linear feet of disposal trench. Normally when a
drainfield of this size would be required for a standard system, a pretreatment system
such as a recirculating gravel filter is installed to precede the drainfield. The dralnfield
size is then reduced by approximately 2/3.

The existing drainfield system that has been serving the school complex is likely to be
substandard do to age and size and cannot be depended upon to last for many years.

Since the existing system seems to be functioning adequately, and there is to be no
plumbing connection to the newly placed modular classroom unit, there is no need to
make application for a Water Pollution Control Facilities (WPCF) permit at this time.
John A. Kitzhaber
When the time comes that the district is expanding the facilities for the purpose of Gowr~o~
providing for additional students and there is to be plumbing connections and or ~ .,.~,~
renovations or expansion to the sewage system, then the district will need to make
application for a WPCF permit. ,~::.k~.~,~

1102 Lincoln
Suite 210
Eugene, OR 97401
(541) 686-7838
DEQ/WR-iO1 1-9I
