ROBERT C. WALL
SUITE 708
500 NE MULTNOMAH
pORTLAND, OREGON 97232
(503) 238-0333

November 21, 1996

Mr. Robert Foster
Marion County Sanitarian
285 Church Street NE
Salem, OR 97301

Re: Trailer Tillicums of Oregon, Inc.
Pudding River Park - 15582 Arndt Road NE, Aurora, OR 97002

Dear Mr. Foster:

The Trailer Tillicums of Oregon is a private non-stock membership
recreational vehicle corporation which was founded in 1957 and since about
1961 has owned and operated an approximate 17 acre RV park in the northeast
corner of Marion County. The county line follows the Pudding River to the
center of Arndt Road, the easterlymost side being Clackamas County.

From inception, the organization made a practice of sewage disposal by means
of what were referred to as gopher holes in the ground. In addition and at
some time around or during the years of 1962-64, showers and toilets were
installed in a utility building then constructed and were recently found to
be serviced by a three concrete ring cesspool approximately 15 feet deep.
It had been assumed a holding tank and drain field were located in a
somewhat remote undeveloped tree and vegetation area between the utility
building and Arndt Road. During and because of the extraordinary ~ooding
which occurred in February of 1996, extensive ~oodwater damage was done to
the park by the Pudding River. Because of what was thought to be a surface
migration of fecal odor near the utility building, the showers and toilets
were immediately locked o~ and a search made for the location of the
disposal tank. Contact with a former member confirmed the presumed tank's
location to be 25 feet immediately east of the utility building. Because
that location was known to be near an existing aquifer, the park was
promptly vacated and closed. After a back hoe excavation revealed the
cesspool rings, a direct contact was initiated with Mr. Darryl Johnson,
Environmental Specialist with the DEQ at 1102 Lincoln Street, Suite 210,
Eugene, Oregon 97401, (541) 686-7838, Ext. 256. After a review of the
conditions with Mr. Johnson, all of the conditions in the park were promptly
remediated in accordance with the requirements made by the Department of
Environmental Quality. As matters presently stand, the park is a dry camp.
Fluids of all natures are required to be dumped o~ site.

At Mr. Johnson's suggestion that the Organization might want to consider
upgrading to a sewage disposal system for the park, an area has been
selected which may provide a field to receive e~uent from a tank and
pumping system. For that purpose the organization has consulted with Mr.
