constitutes a medical hardship circumstance.
meets the criteria in 6(a) and 6(b).

The proposal

Nicholas and Pamela Shibley are residents on the property and
will be providing medical care for Marion Glasscock who is the
brother of Pamela Shibley. The criterion in 6(c) is satis-
fied.

10. The applicants have stated that Marion Glasscock needs assis-
· tance because of illness and is unable to fully care for
himself. In addition, he must rely on the care providers for
"...medication, food, self-care, shelter." The applicants are
available and willing to provide the necessary care. The
proposal meets the criterion set forth in 6(d).

-ii.~' T~eq~ire~ent that a Mobile Home Removal Agreement be filed
by the applicants ensures that the hardship dwelling will be
removed from the property when the medical hardship is no
longer necessary. The proposal can be conditioned to meet
the criterion in 6(e).

12.

13.

Based on a review of the submitted site plan, the applicants
are proposing to place the new mobile home near the existing
residence. At this location, the hardship mobile home will
not require a new driveway access and will be able to utilize
the existing septic system. However, an Authorization Notice
will be required prior to placing the hardship dwelling to
ensure the existing sewage disposal system is adequate. The
proposal meets all criteria identified in 6(f).

Medical hardships are currently granted for a period of one
year and may be renewed, following review by the County for a
successive one year period upon submittal of Physician's
Certificates verifying the hardship condition continues to
exist.

14.

The subject parcel is bordered on the south property line by
the EFU (Exclusive Farm Use) zone. Although the applicant's
plot plan places the new mobile home beyond the required
special setbacks, a 100 foot special dwelling setback (128.040
(a)) from the south property line will still be required as a
condition of approval.

15.

Based on the above discussion, the applicants' request meets
all applicable criteria for placing a temporary mobile for
medical hardship purposes. The conditional use is, therefore,
approved.

RT PREPARED BY: . David Epling

~Dlrect_~. r-Planning Division
Community Development Department
