The subject property is designated Rural Residential in the
Marion County Comprehensive Plan. The purpose of this
designation and the AR (ACREAGE RESIDENTIAL) zone is to allow
for acreage homesites. Although only one residence is
permitted on each parcel, temporary mobile homes under certain
hardship conditions may be approved as a conditional use
provided the need is justified.

2. The property is located on the north side of Mill Creek Road
SE, approximately 1200 feet east of the intersection with
Leverman Road SE.

Properties to the north, west and east, are zoned AR (Acreage
Residential) and are developed small acreage homesites with
agriculture activity. Land to the south is in farm use and is
zoned EFU (EXCLUSIVE FARM USE).

A signed Physician's Certificate has been submitted for Marion
Lee Glasscock, the brother of Pamela Shibley, indicating he
has medical conditions that preclude him from maintaining a
complete, separate, and detached dwelling apart from his
family.

The applicants propose to place a temporary mobile home on the
subject 1.0 acre so they can provide the care that Marion
Glasscock's condition requires. As part of the proposal, the
applicants have requested to use the existing mobile home for
the hardship and the new mobile as the permanent dwelling.

The Marion County Building Inspection Division has reviewed
the applicants' proposal and has the following requirement:

"An Authorization Notice is required to
connect to an existing septic system prior to
locating a second dwelling on the property."

The Department of Public Works commented on driveway access to
the public road.

The Assessor commented on the assessed value of the property.

No comments were received from other contacted agencies.

7. In order to approve a mobile home under hardship situations in
an AR zone, the applicant must demonstrate that:
