The subject property is designated Rural Residential in the <br /> Marion County Comprehensive Plan. The purpose of this <br /> designation and the AR (ACREAGE RESIDENTIAL) zone is to allow <br /> for acreage homesites. Although only one residence is <br /> permitted on each parcel, temporary mobile homes under certain <br /> hardship conditions may be approved as a conditional use <br /> provided the need is justified. <br /> <br /> 2. The property is located on the north side of Mill Creek Road <br /> SE, approximately 1200 feet east of the intersection with <br /> Leverman Road SE. <br /> <br />Properties to the north, west and east, are zoned AR (Acreage <br />Residential) and are developed small acreage homesites with <br />agriculture activity. Land to the south is in farm use and is <br />zoned EFU (EXCLUSIVE FARM USE). <br /> <br />A signed Physician's Certificate has been submitted for Marion <br />Lee Glasscock, the brother of Pamela Shibley, indicating he <br />has medical conditions that preclude him from maintaining a <br />complete, separate, and detached dwelling apart from his <br />family. <br /> <br />The applicants propose to place a temporary mobile home on the <br />subject 1.0 acre so they can provide the care that Marion <br />Glasscock's condition requires. As part of the proposal, the <br />applicants have requested to use the existing mobile home for <br />the hardship and the new mobile as the permanent dwelling. <br /> <br />The Marion County Building Inspection Division has reviewed <br />the applicants' proposal and has the following requirement: <br /> <br />"An Authorization Notice is required to <br />connect to an existing septic system prior to <br />locating a second dwelling on the property." <br /> <br />The Department of Public Works commented on driveway access to <br />the public road. <br /> <br />The Assessor commented on the assessed value of the property. <br /> <br />No comments were received from other contacted agencies. <br /> <br />7. In order to approve a mobile home under hardship situations in <br /> an AR zone, the applicant must demonstrate that: <br /> <br /> <br />
