HAYDEN, ACTING DIRECTOfT>J� <br /> COMMUNITY DEVELOPMENT ` //f'f• <br /> SUBJECT: OPEN SPACE LAND DESIGNATION 93-1: CREEKSIDE GOLF COURSE <br /> • <br /> ISSQE <br /> Should the City of Salem recommend a designation of open space land for the Creekside Golf <br /> Course? <br /> RECOMMENDATION • <br /> Staff recommends that the City Council designate the Creekside Golf Course as open space land. <br /> POLICY DECISIONS <br /> • <br /> The policies of the Salem Area Comprehensive Plan relate to this subject. <br /> • BACKGROUND <br /> The Creekside Golf Course has applied for designation of 150 acres as open space, pursuant to <br /> j ORS 308.740 - 308.790.- The area for which this designation is requested consists of five tax lots. <br /> Parts of each tax lot are being proposed for designation as open space. • <br /> The policies of the Salem Area Comprehensive Plan relative to open space are presented in <br /> Attachment A. <br /> FACTS AND FINDINGS <br /> The Planning Commission held a public hearing on this issue on 8 June 1993 and recommends that <br /> that the Creekside Golf Course property be designated open space. At the Planning Commission <br /> meeting a letter from Liberty Boone Neighborhood Association was received objecting to the <br /> designation of the golf course as open space (Attachment B). • <br /> The Oregon Revised Statues state that an open space land designation shall be processed by the <br /> local government in the same manner as a comprehensive plan change. <br /> Policy #7 of the Comprehensive Plan states: <br /> identified open space areas shall be protected.
