acreage homesites at a density that maintains the character and environmental quality of rural residential areas and <br />the EFU zone promotes commercial farming operations. <br /> <br />2. The subject parcel is located south of Steinkamp Road SE approximately 900 feet west of the intersection of <br />Anderson Road SE and Steinkamp Rd SE. The property contains a 1988 dwelling and at least four accessory <br />structures. Additionally, the parcel is located in the Sensitive Groundwater Overlay zone (SGO). The subject lot <br />has been described in its current configuration since at least December 1974 (Reel 6, Page 690). This is before <br />September 1, 1977, the date Marion County adopted current property partition and property line adjustment <br />procedures; therefore, this is a legal parcel for land use purposes. <br /> <br />3. Surrounding uses are mostly acreage homesites, with all immediately adjacent parcels zoned AR. Further to the <br />northeast and west are Exclusive Farm Use (EFU) zoned parcels in use as large agricultural operations. <br /> <br />4. The applicant proposes to partition a 5.38-acre parcel to create two parcels consisting of 3.38-acres and 2.0-acres <br />in an area identified as a Sensitive Groundwater Overlay (SGO) zone. <br /> <br />5. Various agencies were contacted about the proposal and given an opportunity to comment. <br /> <br /> Marion County Survey Department commented: <br /> <br />1. Parcels 10 acres or less must be surveyed and monumented. <br />2. Per ORS 92.050, plat must be submitted for review. <br />3. Checking fee and recording fees required. <br />4. A current or updated title report must be submitted at the time of review. Title reports shall be no more than 15 <br />days old at the time of approval of the plat by the Surveyor’s Office, which may require additional updated <br />reports. <br /> <br />Public Works Land Development and Engineering Permits (LDEP) requested that the following be included in the <br />land use decision. <br /> <br />ENGINEERING CONDITIONS <br /> <br />Condition A – On the partition plat dedicate a 30-foot R/W half-width over the subject property frontage <br />to meet the County Local road standard [MCC 17.172.240]. <br /> <br />Condition B – Prior to partition plat approval, notarize a Road Maintenance Agreement to be recorded <br />concurrently with the partition plat for collective maintenance of the proposed private easement drive [MCC <br />17.172.340]. <br /> <br />ENGINEERING ADVISORIES <br /> <br />C. The Aumsville FD may require a vehicle turnout be constructed roughly midway along length of the <br />access easement prior to issuance of building permits on the proposed developable parcel. They should <br />also be coordinated with in advance for emergency access to the keypad-controlled security gate. <br /> <br />D. PGE should be consulted with as to potential need for a PGE-specific easement should an electrical <br />transformer need to be set for extending service to the rear developable parcel. <br /> <br />Marion County Septic commented: <br /> <br />Conditions of Approval: proposed parcel 1 requires an existing system evaluation and proposed parcel 2 requires <br />a site evaluation. <br /> <br />Marion County Building commented:
