MARION COUNTY BUILDING INSPECTION
COMMUNITY DEVELOPMENT CENTER

285 Church Street NE * Room 132 * Salem, Oregon 97301-3670
Office Hours: 8:00-4:30 · Phone: (503) 588-5147 · 24-HR Inspection Line: (503) 588-7904

AUTHORIZATION DEHIAL

DATE/TIHE : ~3/85/96 14:86 DENIAL NO : 96-81227
TYPE : SP STATUS : DENIED
OCCUPANCY : R-3 DENIED : 88/88/8888
TO EXPIRE : 86/83/1996
PAGE 2

AUTHORIZATION DENIAL

The existing on-site sewage system on this property has been inspected to determine the condition
of the system a~d if the system is adequate to serve the new use proposed for' the property. The
inspection revealed conditions which are in conflict with the Department of Environmental Quality
On-Site Sewage Disposal Rules. The system conditions are described under' the Co'mMents and ·
Conditions l~sted below.

Since these conditions exist, approval cannot be granted to use the existing on-site sewage
system. The use of the system cannot be approved until the system is brought into Compliance with
the DEQ Rules. The appropriate steps to br~,ng the system in compliance are also descrzbed under
the Comments and Conditions listed below.

COMMENTS'AND CONPI~'llll~

1. THIS SEPTIC REVIEW WAS COMPLETED BY ROBERT FOSTER on
MARCH 5, 1996.
2. There is insufficient area on the property for a complete
replacement system Meeting all the requirements of the
rules (except those portions of the rules pertaining to
soil conditions and groundwater). Full replacement area is
required when the pro~e~ted sewage flow would be increased
by 5~X of the design capacity of existing septic system.
The existing system iS designed for a one bedroom ~ome or
15~ gallons/day sewage flow. The proposed ~ bedroom home is
calculated at ~75 gallons/day or 2.5 times the design flow
of the existing system.
~. The existing system has been compromised by several factors
on the property.
1, The existing 5~0 gallon metal tank recentl~ had the top
and outlet bafT!e replaced. Usually when the to@ has rusted
to the point of needzng replacement, the rest of the tank
has also rusted and the watertightness has been COMpromised.
2, The outlet baffle was m~.ssing for some period of time
which has allowed solids to was~ into the drainfield and
caused an unknown amount of damage to the draindield.
~. The driveway has been placed over the drainfield which
COMpacts the soil over the field and compromises the proper
functioning of the field.
