The Planning Director has the power to grant conditional uses in the Public zone that described in MCC <br />17.171.030, subject to all applicable standards. The criterion is met. <br /> <br />B. That such conditional use, as described by the applicant, will be in harmony with the purpose and intent <br />of the zone; <br /> <br />The purpose and intent of the P (public) zone is to provide regulations governing the development of lands <br />appropriate for specific public and semi-public uses and to ensure their compatibility with adjacent uses. The <br />applicant is the President of the Union Hill Grange. This grange hall is 120-years old, and serves the surrounding <br />community by providing a reasonable cost venue for weddings, birthdays, memorials, and other gatherings. The P <br />zone lists caretaker dwellings as a conditional use. <br /> <br />“When authorized under the procedure provided for conditional uses in this title, <br />the following uses will be permitted in a P zone: <br />D. Dwelling for the caretaker or watchman; housing for the staff required for an approved conditional <br /> use.” <br /> <br />The applicant explains that in the past, when the Grange did not have a caretaker, it was subject to trespass and <br />vandalization. The proposed caregiver dwelling is in harmony not only with the zone, but with the region and <br />historic uses in the area. The criterion is met. <br /> <br />C. That any condition imposed is necessary for the public health, safety or welfare, or to protect the health <br />or safety of persons working or residing in the area, or for the protection of property or improvements in <br />the neighborhood. <br /> <br />The person working or residing in this area is solely the caretaker of the Grange. The conditions imposed by this <br />decision are related to property permitting of the property to ensure hookups required by the caretaker’s dwelling <br />are all property installed and safe. The presence of the caretaker will ensure the protection of the property and <br />continuation of the grange hall and the public service it provides. The criterion is met. <br /> <br />8.
